The Kent Agreement 1 - Children and Young People

Overview

As a result of KCC's first Local Public Service Agreement (LPSA), significantly improved outcomes for children were achieved. In particular, against a national upward trend of children coming into local authority care, we managed to reduce those numbers and to increase stability for children in care by increasing the numbers being adopted.

Our second Local Public Service Agreement (LSPA2) concentrated on those outcomes where value can be added through mature partnership working. These outcomes for children and young people do not represent the whole of Kent's approach to children's services but they articulate priorities, identified through consultation, and shared between partners.

Outcomes

1. To promote the physical, emotional, social and intellectual development of young children so they flourish at home and at school.
2. To significantly improve performance in literacy and numeracy in primary schools.
3. To improve the education of children in care.
4. To improve the behavioural, emotional and social stability of children.
5. To increase attendance in primary schools.
6. To increase the number of young people who have the skills and vocational qualifications for work.
7. To improve participation and engagement by all the children and young people in youth, cultural and community activities.
